Shouldn't layer 4 be the Transport Layer? Or do you mean Network Load Balancer (LB)?

Sorry my understanding is that Application LB makes routing decision at the application layer (HTTP/HTTPS) while Network LB makes routing decision at the transport layer (TCP/SSL)
